On my car, the fog lights are the daytime running lights. I can't turn them off. Oddly enough, they turn off when the headlights are on and I can't turn them on.

They're the same thing, some people just call them driving lights while others call them fog lights. I just went to Honda's parts website and found this....

I've never heard of it being illegal to have your fog lights on in addition to your headlights, be there fog or no fog. Not saying there's not laws against it in some places, maybe there is, I've just never heard of anything like that.

Completely legal. You can have up to 4 forward facing beams on in LA while driving at night, but they have to be equivalent to low beam as far as the output and the angle the light is emitted.

I drive with my lights on in the hopes it makes slow-asses get the hell out of the left lane and so people fricking with their phones have a better chance of noticing that I am near them before they decide to blindly cross lanes.

Actually, now that I think about it, a better subject to ponder is why so many people drive around with their high beams on and refuse to switch to low beam no matter what at night now. Are there that many idiots nowadays unaware of the danger of blinding those around them on the highway?

According to Louisiana revised statutes, motor vehicles may have a maximum of two fog lights mounted to the front bumper. These must be mounted between 12 and 30 inches off the ground. When the fog lights are illuminated, they cannot project a beam that, at a distance of 25 feet, is higher than 4 inches from the mounted level.
Louisiana revised statute 32:301 states that fog lights may be illuminated at any time between sunset and sunrise, when there is insufficient natural light or when inclement weather leads to reduced visibility.

Well those are not fog lights. They are daytime running lights.
My car has daytime running lights and optional fog lights.

Where are yall driving that there is an abundance of high beam users? I commute 80 miles early in the morning and into evening, and the vast majority of people I encounter have their low beams on. I'd guess it's less than 1% with high beams on. So how many people are yall seeing, and how regularly?

Most of those are people with leveling kits or lift kits that haven't adjusted their headlights
I didn't adjust mine right away and I was getting flashed a lot
Many people are upgrading to HID and other high output lights while not changing to the proper housings that project the light properly instead of reflecting it which produces too much light output
