I honestly believe that if I had enough funding and access to resources I could get a pyramid built. I would investigate what it would take to get the big blocks to float, first of all. Assuming they had materials that could float heavy objects then you could hang the blocks in the water, move them around as needed, and have a built-in leveler. Ideally the stone would be only mostly submerged but hanging them under a raft would still work. Create gates and locks leading up the pyramid.

I have pondered this question and want to believe humans could not build such a structure, at that time in history, which leaves either a lost race of beings or aliens to have built it.
