I didn't follow things as closely after Katrina, but was under the impression it never even reached the level of what was seen in Shreveport 20 years ago. That was when LA kids with gang affiliations were sent to Shreveport to live with relatives in order to get away from the LA crime scene.

how many LA gang bangers had relatives in Shreveport? I think 3 would be a stretch

The majority black people in California have roots in Louisiana and Texas. So way more than 3.....

I think gang culture, as a whole, has changed. It use to be all about the gang, ride or die for each other, everything is done for the good of the gang. There are smaller "sets" (not just in New Orleans, I am talking about in general) because there started to be too many people in it for self interest so things break off.
