White people in the North Korean government?

So I was watching this YouTube video about Otto Warmbier and other than the shear terror in his voice, the main thing that stuck out to me was that there were several white people presumably on the "jury".
Any of you guys that are pretty smart on North Korean politics have any clue who these people are and where they came from?
