White marks on pavement

I noticed they recently put these white marks on the roads in my neighborhood. I've always been told that is for the newspaper to know who subscribes and who doesn't. Does anyone know if this is true or just myth? If it's not true, what could they be used for?

They put these down in front of white people's homes for census purposes, find an Asian family and see if they have a yellow one.

If you have one in front of your house remove it immediately. Gangs are marking houses they think are easy targets and come back later and rob them. I've already had two friends affected.
