I think it's a combination of factors that are nearly impossible to completely change.

1. The climate that ensures weeds grow quicker than any crew can keep up with.

2. The amount of rainfall and roadside ditches that funnel debris up against the roads where it's most noticeable.

3. The general lackadaisical attitude about littering that includes the thousands of people that throw trash into the back of their pickups where it blows out onto the roadways.

4. The truly trashy people who deliberately throw trash out their cars.

5. The lack of funding for trash pick up as well as general beautification.

I'm not so sure. I see more trash blowing out of the back of large debris removal trucks than anything. If you get on 110 north, you will see trash all the way up through Baker and a good bit of that is due to what I mentioned above. Those companies need to be fined heavily for allowing that to blow out onto the interstate. That is the first stretch of road that visitors to Baton Rouge see and it is embarrassing.

That's what I meant. Not necessarily a pickup, but a work truck. You can't just haphazardly throw loose pieces of stuff down and not expect it to blow out. Insulation, drywall, etc. And then a lot of them will just stack it up in a mountain and take off down the road.
