Embassy Suites right across from Harrah's and Harvey's casinos. Open bar hospitality daily for 2 hours, easy way to snag 2-3 drinks before dinner. Walking distance of everything.

Depends on you. Do you like hotels and gamdling bc I would recommend Montbleu. That's probably your cheapest way to stay. There are tons of B&B condos that range in prices based on location. Squaw Valley was my favorite place to stay.

heavenly is badass. frankly the whole lake is awesome. I haven't been on the north shore during the winter, but I know a lot of people think highly of squaw valley, if you can handle the wind

Really just depends on what you want. You can rent cabins/condos all over South Lake Tahoe. Some will be within walking distance to lake, others will not.
We were there in July for a wedding and found a small cheap hotel($100-110 a night) that was within walking distance to one of the beaches on Lake Tahoe, the casinos, and Heavenly Village(lots of restaurants/shopping there). I think next time we go we will try to upgrade where we stay, however we would still stay in the same area. It was really nice to be able to walk to all of those places after we had spent the day doing activities on/near the lake.

Hike to Eagle lake when you're there.

I've stayed in South LT twice and north LT 5-6 times. I prefer north over south so if you have a choice or can split time between the two then do so.

I'd just pick an airbnb place, or stay at a casino
