A 14 year old? Maybe a sip or two.
17-21? A drink or two.
I would also only do this if it were my own child and if they weren't driving. Would never give another child/person alcohol under any circumstance, unless they were of course 21.

Personality, I wouldn't give someone else's kid alcohol until they are 21. That's just me, frick them I don't want to be responsible for some teenager doing something stupid, if some other adult gives it to them at 18... Or younger that's on them.
With that said, I am not a pussy and I wouldn't feel uncomfortable if parents gave their kids alcohol. If a 14 year old really wants to drink they will find away with or without their parents so if their parents are there being held responsible for them then I wouldn't give a single frick.

But to make the point, I see some parents letting loose the alcohol to their/other kids in that 14yo zone. I think it can lead to some bad outcomes, whether their own kids or (especially) other kids.
"They are going to do it anyways", while not ignorant to teen reality, is cop out. Parents generally already lost with that mindset.
No silver bullet here. We have talked with our teens and kept pretty wide open communications with them. Gave them our support to manage peer pressure and satisfy their own curiosity (in some controlled environments). Most important ingredient we have found is good communication and respect (for the teen and required it in return). So far so good, but again, well aware of teen reality.
The parents to go wide open on this are not seeing/managing risk very well. Have friends who had a kid die after leaving a party at their house. They know all about risk now. Too late.
