The only people who can see it are recruiters. It will not notify your connections that you turned it on.

LinkedIn has a disclaimer that they do everything they can to not share it with people in your company. You can set it to "Not actively looking but open to new opportunities." It may just be "Open to new opportunities." If someone asks about it at your company you can always say that you're not looking but open in case someone offers you a million dollar job and laugh it off.
When recruiters do searches with the skills on your profile, yours will show up at the top as someone more likely to reply to their inMail.

I've talked to several "corporate" people (BP/Exxon/BG) that I work with and they said moving jobs every 3 years is a sure-fire way to get to the high point of your career much faster. Reason being, if you have an issue with your current boss, you'll more than likely get passed up for a promotion and the next time that position comes around is in another 3-4 years so in theory, you could be stuck in your same position for 6+ years :|

Well, this pretty much is me.
Then you are passed the point of starting to look. What field of work are you in?
Another option to the linkedin idea another poster through out there is find some of the higher recuiting firms in your field and reach out to them directly. That was how I made the move from public accounting to industry.

This and as a boss of mine once told me when you see the heat possibly heading your way due to whatever reason, economic situation of the firm, performance, etc.
Once you feel the heat, it's too late. If you see it, start making your move, it's better for you because you can leave on your own terms
