What's up with the recent groups of young idiots on four-wheelers in New Orleans?

Anybody noticed these little assholes the last few months?
They ride around uptown and mid city with bandanas on their faces in packs. It's usually 4-6 four-wheelers and a couple kids on motorcycles trying to do tricks and wheelies and shite.
Where did they come from? And how illegal would it be to hang a trip wire from the neutral ground to my fence about 4 feet high. I bet that kid wouldn't Rev his toy in front of my house at 11 pm anymore.

Super illegal, a farmer did this on trails on his private property and was crucified in court for it.

I also see the skateboarders zipping through traffic. The guys doing the wheelies and stuff are straight crazy. Had a couple going down Canal doing that shite last time I was down there, one on a four-wheeler and one on a motorcycle.

I had heard about the packs of crotch rocket riders in Dallas. Was passing through on 635 and twenty or thirty of them came zooming through traffic at insane speeds. No license plates on the bikes. They flew around a DPD car and he didn’t even turn on his lights. Patrol guys have been instructed not to try to chase them. Did read an article where they managed to catch some one night using a helicopter and a bunch of police but that shite ain’t practical on a daily basis.

This has been going on for 7-10 years it's a national problem in just about every major city. Some cities are more aggressive than others in combating this, others just ignore it, I'll let you figure out which strategy NOLA is engaging in.
