Excluding terrorist groups and corrupt governments, who are the most dangerous/powerful organized criminal rings? Is it the Mexican cartels?

The kill squads with the Army Rangers and the CIA. Covert ops (particularly at night) make for a scary recipe. But only b/c they are highly trained and highly equipped. The cartel guys, although organized and also well equipped, are toddlers in comparison.
