What’s going on at Essen near the I-10 overpass??

Just passed on the interstate and there were first responders on the bridge looking over at Essen, several first responders on the ground near that intersection, and DOTD vehicles at either exit to warn of… something?
Nothing on WAFB or WBRZ

There is a line of cop cars about 100 long and a helicopter circling.
Some type of hostage situation maybe?
Only other thing I could think of if is officer Nick Tullier passing away, but I doubt a helicopter would be out for that

Nick is being escorted on Essen from OLOL to Seale in Denham. Start time for that was 2:30.

Government employees think they are special when they die so they are blocking off traffic causing excessive traffic all over the city. Oh, and all those government employees dicking around are getting paid to do so.
I don't care that they give the man a procession but you don't need to cause so much traffic over a procession. I live near a funeral home, they have multiple processions a week, often times multiple in a day and they never cause a traffic issue.

The BRPD helicopter was going in circles around the hospital for about 30 minutes.
