I can't say that ending the relationship is the only choice, maybe for some couples counseling is an option.
However, for 98.5% of the couples that go through this, yes, ending the relationship is the appropriate response. Once a person in a committed relationship has cheated, barring some form of severe repercussion, they will inevitably cheat again.

Sorry, it was quick math I did in my head, but the actual percentage I was looking for is about 98.65%.

With an estimated population of 318,900,000 people, and figuring that at least 70% of the population is old enough to be in a relationship, that gives you 111,615,000 couples. Of those 111,615,000 couples I figure that 1,500,000 could work through infidelity with proper counseling, ergo ~98.65%.
