Sadly it will take more death.
And it will take a few Courtney's or Britney's dying. Some little white college girl being raped or murdered in crossfire and a frat-daddy getting wounded. The pic of that white girl in her high school cap and gown and holding her puppy will be on every news channel for 2 weeks. Along with the still wounded frat-daddy being interviewed in the hospital. "We were just there having fun."
That happens? NOLA tourist dollars PLUMMET. then shite will get done. But make no mistake. It'll take some dead white folks.

You act like white people have never been raped and murdered in New Orleans

It'll probably never happen.
New Orleans, much like Memphis and St. Louis have that old, dirty, shady riverboat town persona. It's been embedded from the beginning. You can't just "clean it up".
Much like Chicago, New Orleans should hone in on the areas that have an impact on economy, tourism, and the areas that pay taxes. New Orleans officials should focus all of its time and interests on the French Quarter, the Uptown and University districts, the business districts, and the middle-classed areas. Let the slums rule and police themselves. They aren't exactly paying for them (Section 8 Housing), they receive welfare, Medicare and Medicaid. No one that doesn't live in that area hardly ventures into the area. They are essentially a drag on the economy.
Let them police themselves. New Orleans should just really put all of its time, attention, and efforts in the areas and neighborhoods that matter.

Yep but the issue is you'll have every fricking SJW and welfare queen picketing on the City Hall steps screaming discrimination. They're finally talking about closing off access to a chunk of cross streets around Bourbon and making 2 entrances with metal detectors.

Of course they have.
But I am talking about some senseless FQ bullshite. And that escalates and involves collateral damage. Maybe I should have said "tourist" and not just white. You guys all know the type of story that ends up as fodder for the Dateline NBC crowd. It is not a story about gangsters doing gangster shite or homeless people killing each other. That stuff is on investigation discovery.
I equate it to Mexico. Mexico travel only needs one episode of a resort getting shot up. Or a squid row being shot up by the Zetas. For the most part violence has happened to people in Mexico out at 4am in Juarez or Tijauanna. Or Mexicans killing other Mexicans. Mexicans who travel there feel (rightly so) that they can do more. They're from there or one generation removed, they speak the language, so they put themselves in places a gringo like me would never go. That's the final atrocity that the cartels could commit. Shooting up gringos or a club that gringos frequent. That happens? You better put up a wall? No more Americans going over there. Cancun will be as hot a travel destination as Kabul.
New Orleans is a city of course and not a country, but it runs off of tourist dollars. One "Hailey" gets shot? It's over. The FQ will be a ghost town. Meaning one tourist who through no fault of their own gets shot. Not out at 5am in a shady after hours place. Not staggering around Canal and Rampart. Just walking out of Cats Meow or something else painfully touristy and they're killed? Public outcry and a 50% drop in tourism? Changes would be made.

I disagree. Most people are desensitized to violence. Hell tourists were asked if the latest shooting in the FQ would deter them from coming back and most said "no". Unless the violence becomes more commonplace in the FQ, tourists will keep coming.
But to your point that the economy will have to be severely impacted for real change to occur, I agree.

Besides maybe continuing with total gentrification, there really isn't anything else you can do. You can never completely eliminate stuff like this. There will always be a fair amount of nutjobs that get pleasure or happiness from killing, stealing, assaulting, or any other selfless crime. It snakeskin sucks, but there's always bound to be some sort of evil in the world. Sadly that's how it is. Also try and be as good a person as you can be and treat people with the same respect as you'd want them to treat you. That's all you can do.
