I could see NCC merging with Delgado. You want to close BPCC though? It has the 3rd biggest enrollment of all the CC's.

LSUS has an online AACSB accredited MBA program that serves a lot of working professionals throughout the Southeast. Would not be prudent to close.

I doubt RPCC, Nunez and SCLTC will get effected much these schools put out a lot of ptec students which are pretty important to the refineries and chemical plants. These schools get a lot of funding from companies like Shell, Valero and Exxon.
