1340's and 1350's, the black Plague pretty much changed everything
From a mores standpoint, starting in the 1950s to the tail end of the ‘60s was a huge change.
Easily the greatest evolution in that area that I’m aware of.
Tech has changed folks’ day-to-day lives a bunch from the ‘90s to the ‘00s and again from the ‘00s to this decade.
If one were an African-American in the U.S. in the mid-nineteenth century, I’m pretty sure the correct answer would involve the 1860s as one of your decades.
From a personal standpoint, teens (10-19) to twenties was my biggest change.

Pre and post WWI. Introduction of modern warfare, destruction of the monarchies of Europe who had ruled for centuries, US becomes economic powerhouse, destroyed one of the greatest empires in the British (who invaded 90% of the world), roaring 20s followed, discovery of antibiotics, disillusionment creates Hemingway, Fitzgerald, etc,

either side of the 1930s was a huge shift in everyday life. Roaring 20s to near nothing for most of the country during the depression and then a huge up-turn with WWII and the country surged forward again and we have never really turned back since then.

If you took a woman from every decade, in their prime, I wonder which would be the best lay.

i'd stick with the 60s or 70s

Culturally, the '50s to '60s.
Tech, the '90s to '00s.

1950s to 1960s or 1990s to 2000s.
Technology-wise, the cell phone/internet culture thing really didn't take off until the mid 00s, but the world was a much different place pre and post 9/11.

I was wary of some timing issues there but would probably be better framed as the 10 year period straggling the decades, eg, 1955-65 to 1965-1975.

I didn’t even think about 9/11.

‘40’s to ‘50’s
WWII, the invention of the nuclear bomb and all the other technological innovations, the Red Scare, population boom, airline travel, jet engine, etc.

Technologically, there's no doubt it's 00's to 10's
There is plenty of doubt for this. You underestimate the technological changes of previous decades. Technology is more than cell phones, internet, and social media. It's also farming techniques that caused most people to move from farms to cities. It's automobiles and planes which really changed little from the 00's to 10's. It's combat weaponry which changed dramatically for WWI (naval warfare, heavy artillery, machine guns, barbed wire, tanks, air warfare). It's the electrification of the country. It's mass production techniques which have made goods much cheaper. It's the development of our highways and interstates. It's medical developments and advances in chemical plant processes. It's putting phones in homes in the first place.
In my life there was a much larger technological change from the 60's to 70's and then 70's to 80's than from the 00's to 10's. And I'm sure I'm selling the earlier decades short.

Do you think the change from 1900 to 1910 was more drastic than the one from the 2000s to the 2010s?

Agreed.
The America of 1940 and 1941 and the America of the mid to late 1950s are two completely different countries.
That span of time saw the Depression, World War II, the transformation of America from isolationist nation to global superpower, the advancement of television as a medium, and the onset of the Cold War, in addition to the overwhelming societal and economic change enacted by demobilization and the GI Bill.
