It needs to be socialized. Training will help. In the meantime, I would keep him away from the kids unless you or your wife are there to supervise.

Met a lady today who was CASUALLY talking about how her chow bit her 6 month old baby's head..... causing 15 stitches. She didn't even seem to fricking care. WTF!
frick her, and frick 90% of most dog owners.
Double frick you if you bring your dog to a retail store.
Triple frick you if you keep your dog in your purse.
Kill all dogs.

Some are joking about killing it but that's seriously the only option here.
Are you going to allow this violent dog to remain on your property with children in the household or do you give it away to someone else, knowing it has a violent history. You even said yourself that it's like he has an on/off switch that can't be predicted.
F that. A bullet in his head is the hardest but most responsible option. I'm serious about that.

A trainer can probably fix this but it ain’t cheap and you have to choose the right trainer.

You know what to do. Keep it secured and away from kids until you find a way to get rid of it.
I have two dogs that I love like family. If they started to attack people in the family, or couldn’t be trusted with small kids...well... I just wouldn’t love them anymore.
ETA: Same goes for humans.

I put down an aggressive Lab/Poodle mix that I got from the pound because it was fairly large dog and was afraid it was going to really hurt someone. Now have a mini-aussie and she is an awesome, sweet dog. Does nip every now and then, which i've been told is typical of herding dogs. Since they are kind of small and less likely to really hurt someone, i would try to get it some help.

Let me have him. My favorite breed. I'll arrange for him to be relayed to me via Aussie Rescue.
We just lost our Aussie two years ago on Thanksgiving to old age. He was 16.
Your's will have a good home here on the farm where Aussies are meant to be ... on farms.
