Sounds to me like your brother got caught up in a bait and switch. There is no way in hell this new job was ever going to pay him $30 an hour if they are going to try and drop him to $18 after one day of work.

To play devil's advocate:

If they hired him to run a crane.

Put him in one.

He couldn't do it.

What do you suggest they do with him other than fire him?

And if that’s what happened they did him a solid bumping him down to general labor instead of just firing him

I've been in a similar situation.

Left a job (with a 2 week notice) for another job that was in my field. Spent a week there and wasn't comfortable with how the new employer did business. Voiced my opinion and was told accept it or be fired.

Called my old boss and was honest with him. Told him I felt I made a mistake and asked him if he would be willing to rehire me. He took me back and that was that.

I would ask the old company for a do over; if they tell you no, move on. But I don't think he can stay at the new job. I would guess that the old company will take him back unless he was a shitty worker; it costs too much to hire and train new folks these days.

sign papers

I love when hillbillies refer to the above and “paperwork.” What else does one sign? Language?

How about we adopt terminology like “written agreement” like big boys and girls?

At the end of the day, his supervisor told him he wasn’t impress with his work on the first day and asked him to sign new papers that his pay would be $18 an hour. He was pissed and didn’t sign anything.

He simply says "no".

This sounds fishy as frick. No legit company pulls this sort of shite. Ever. Either he's not telling you the whole story or they have a history of doing this. You mentioned he's a crane operator, is he union? Has he spoken to HR about this? Other employees?

Where do you have to sign a contract for hourly pay?

I’ve never heard of such.

Find a job with a salary not by the hour.

I talked to him today and he said he is going to go back to work on Monday as a laborer and he talked to them today and they said they were going to try to work with him improving. He also talked to his old boss and told him everything and how he didn’t want to leave them in a bind when he left. He said he understood and is welcome back if he wants.
