Article 4 section basically states that any privileges afforded to citizens in any state are extended to all citizens of all the states

Virginia, New York and iirc N Carolina and Rhode Island ratified under the pretense that in the their State constitution they had the right at any time and for any reason to legally leave/ withdraw from the Union.

Hernando County FL still has theirs in front of the courthouse. County population is over 200,000. Built a fence around it to protect it
