I don’t text a client before 7:30am or after 6:30pm. Most clients that I text are also people I have known a while and have had as guests on hunting or fishing trips. People I have built more of a personal relationship with outside of business. For co-workers i usually don’t text after 7:00pm. There are some exceptions but rare.

Most sms apps let you schedule a text. So if it's late and you remembered something you need to text, but don't want to risk forgetting it, then write the text out and tell the app not to send until the morning. Best of both worlds.

For the most part, I get annoyed if anyone calls/text/emails me before 8:00am and after 5:00pm. It’s a me problem - I recognize that. But quit fricking working and spend some time with your family.

I would not send a work related text outside of normal business hours.

Business related anything should occur during all associated parties normal business times, aside from acceptable business emergency matters.
On a personal level, it doesn't matter because all texts are silent all the time. If it's something important needing a quick response, you call in lieu of or in conjunction with a text.

I keep my phone on DND when I go to sleep, so I tell people that I don't mind texts 24/7. I also tell them to only double call me if they are on fire, as that will come through and wake me up.
But not everyone keeps their phone on DND when they go to sleep. If I didn't know that they did, I would never text someone at midnight, as I would have no idea whether their phone would let out a piercing ding and wake them up.

If you're not texting a friend/significant other/family, I still think it's fine to send the text at any time, as long as you say something like,
"Hey, I know it's late, feel free to disregard this until the morning/business hours/Monday, but..."
What annoys me is when anyone, whether it be work or otherwise, calls me before 9 AM in my time zone unless it's an emergency or they know 100% I'm awake and it's urgent.
I've been woken up before by a friend calling to catch up on his way to work before when me, in a different time zone, was fast asleep.
But, even if I was in his time zone, I don't think it's the best time to time catch up, if I was rushing around getting ready for work.

There’s two people I work with that work off hours and send emails whenever the thought is in their heads so they don’t forget, so I know it’s not asap unless stated. The rest don’t send emails on off hours 9/10.

My line of work is a little different and I'm a project manager who answers to a customer spending millions. We have 24 hour operations going on, so sometimes business takes place after hours for us office personnel. There's pretty much 3 levels with communication with the people who report up through me.
If it's something I absolutely need an answer, no matter the time, I make a phone call 24/7.
If it's something I'd like to know now, but it's not going to shut down operations, I'll send a text up until 9ish. If you don't answer, I can follow up tomorrow.
If it's not all that important and can definitely wait until tomorrow, you get an email or I'll remember to reach out later.
