What has kept West Baton Rouge from having the Ascension/Livingston boom?

Shitty schools? Crossing the bridge? The smell of chemical plants? Why have Livingston and Ascension had such a boom in the last decade, yet West Baton Rouge has remained stagnant even though it's distance is relatively the same, if not closer, to Baton Rouge.
According to this LINK:
Livingston is trending from 109,000 to 152,000 people from 2005 to 2015.
Ascension is trending from 90,000 to 127,000 people during the same time frame.
West Baton Rouge is trending from 21,620 to 22,540 during this time frame.

Mostly school districts, but also excessive property and inventory taxes.

check out some of the homes in Plaquemine's garden district. Would go for $400k in mid city. Only 15 miles away from Downtown and can be had for a little over $100k

It's actually the opposite, traffic coming to WBTR in the morning, and traffic leaving WBTR in the evening.
I used to work in Plaquemine(3 months) and had to take the ferry, otherwise I'd be stuck in 90 min traffic after work, while everyone going to Plaquemine is coasting at 55 mph.
So if you lived in WBTR, morning and afternoon commutes to and from BTR are a breeze.

How were Ascension/Livingston Schools before the boom? Do the schools make the kids great or do better parents (aka cash) make the schools great?

If the state ever builds a bridge from Bluebonnet to Plaquemine, that side of the river will explode.

Brusly is the only part of the parish that has grown in decades.
Port Allen is stuck in the 70's.
And the outskirts of the parish (Addis, Erwinville) will always be the country.
The schools are "alright", better than EBR but most still send their kids to private school at either Holy Family or schools in BR.
