no its not. the "clap back" is a reference to a "black girl clap" something done to emphasise a point, like the way angry white women speak super slow and loud to emphasise the point with someone they deem ignorant. not everything stems from gun/violent/drug culture. It's just a black culture thing that was made popular, labeled and blew up.
