I am beginning to read this on the internet and hear it on TV. Anyone have any ideas? Is this just ghetto ramble that I need not concern myself with?

None of the terms related to social media make sense. But that's just how language develops, I guess.

To be clear, I've never heard this verbally spoken in my presence by others around me, just on tv. In fact, I started this thread after reading the Yahoo article about the news anchor who posted a racist email, showing the sender.

for a person to return a diss as such as to RETALIATE in kind because they feel that it's justified even though it might not be. Dude she just clap backed you , now you gotta retaliate . No she ain't worth the clap back

It's a diss track by Ja Rule. He probably didn't invent the term but that's how the term became initially popular.

Clap back ie gun claps. Not that guns make a clapping noise, but inner city folk describe it as such. Clapping back would be seeking retaliation against a foe with the use of semi-automatic or fully automatic (likely stolen) firearms. Now the term “clap back” is used to describe any form of retaliation, most likely the verbal variety, especially when espoused by a snowflake millennial in skinny pants and a blouse.

Millennial terms plus ghetto terms plus combined with getting old.

In sure twenty years ago, shive, tight and Rad were questioned in the same way.

That's all you had to say. I'm headed out to throw some shade and do some ear hustling.

I think it might be a regional coloquialism that isn't said in Louisiana. I hadn't heard it until this last week either.
