Well thats not even a theory, that's just true. And technically there's several known cures for cancer, they just all kill you along with the cancer.

That reminds me that Reagan used the CIA to spread crack in the inner cities to sabatoge the black community, and he started the War On Drugs to make it easier to arrest, prosecute, and hold them after they were hooked.
