There are plenty of Democratic ran cities that are booming...Portland, Denver, Seattle, Boston, etc. They all have something in common.

You have to start with families first. you repair the family and you can then repair education.
The best thing to do is make it hard to get gov benefits. You increase the tax incentive to not have kids out of wedlock.
Once you get the family structure back to normal, then you can go after fixing the schools.
You also need to fix the justice system. You go hard as frick on all crime for a bit locking problems up for a long time. Then you slowly back off the lower level stuff by offering an out. You offer something like huge community service with the attachment that they have to learn some kind of work training skill.
Of course you also would need to start by attracting better police. The problem here is money and working conditions.

oh and bus the homeless people out of the city. They can be sent to Austin or some place like that. The homeless are a blight on the city.
You could even bus the criminals out along with the homeless.

My Plan.
To get police, we need to give great unbeatable incentives.
Free Housing, Free Education past college for their kids, and discounts on meals and dining and other local to dos.
This would actually not cost that much. The city is the owner of hundreds of houses an maybe thousands of parcels of land. Getting a system in to build the housing would not be that expensive and it's something that we could lean on local and national businesses to help with.
Education, make vouchers available for kids of officers who have a B average or above. designate four local public schools to be low teacher student ratio schools strictly for the children of officers and civil servants.
The food and attractions discounts would be given by business that support having police around. (many already offer such discounts, but we could advertise them)
Pay, pay is hard I do think that the war on drugs is winding down in some ways, and it's big revenue producer marijuana will be legal eventually. Pay will have to come from tickets and revenue from citations, unless tax money can be allocated and that will be hard. To get more tax money we will need to lure businesses, to do that we have to lower crime, lower taxes for corporations and increase the availability of education.
The city needs to trim fat, there are programs and groups that are just too big. The Sewage and water board is full of incompetence. They create many of the problems they have to fix later on. I am confident that their budget could be reduced by 10% and then contracted out to a private entity. That entity would receive tax breaks for hiring back former SWB workers. The entire upper management would be excluded.
The city will be split into smaller districts for road millages. There is just no excuse at all as to how a house assessed at $750k is sitting on a road that is undrivable at over 5mph, when the entire lower ninth ward has brand new roads. Obviously some pandering went on in the roads building committees. Lower end areas will have worse streets than higher end areas. I can attest through my driving around the city, for the most part the worst roads are in areas that are nicer. Fixing roads has to be a priority as we as crime and education.
Fixing education will be hard. But my plan would be segregation. Not segregating by race or sex even. Segregate by education level. I remember this happening in elementary school when I was younger. They would identify kids and place them in Gifted programs and then they would have separate classes and even separate options for school. Around fourth and fifth grade you can start to get an idea of what kids just do not care for school. Those kids then go on to schools that focus more on trades. They will still get the HS education later on, but they will have trade electives and not have arts and history and so forth to save curriculum. Aptitude and placement testing would be used to segregate kids based on what they seem most interested in. Science focused and education focused schools would be built and kids in those school's honors programs should be on par with the best coming from the archdiocese.
Though doing this would involve taking over the school system and coming up with a super complicated busing system, but hey they did that in the 60's why not now, and for better purpose. Kids with behavior problems will learn trades and not be forced to go to college preparatory High School, and better yet they ill no longer drag down the high schools grades by flunking standardized tests.
Lastly, I would install a system of hundreds of omni directional microphones all over the city. Super sensitive things, but only listening for one distinct noise signature. Gunshots. Using a system of multiple microphones and then using triangulation and time of sound in milliseconds any gunshot in the city could be easily targeted and located well before a 911 call could be processed. Police drones could be sent to provide aerial coverage of the area and target any cars seen leaving at a high rate of speed.
This system would actually not be expensive at all and the technology already exists.
Lastly, and person who commits a felony or aids in commision of a felony losing all government assistance including earned income credit, for life. (national level, but still it's needed)

I believe that the current educational system in NOLA, is the best it has been in atleast a quarter century. With open admissions, charters, and App One, parents can now put their children in the right school for them.
Now you will still have a segment families that don't care/ value education, and there is nothing you can do for those families.

None of that can happen in the current system/ political environment.
The best chance New Orleans had would have been Vitter being elected Governor.
All of the previous Republican governors disliked New Orleans, but Vitter having been born and raised there could have entertained several of those possibilities or directions.

Jesus. That society you just described belongs in some scary Sci Fi movie. You touch on the beginnings of some decent ideas but then run off into the ditch with each of them.
The whole special housing areas, special schools, etc for government officials has been done. Check out Soviet Russia to see how that went.

I know people don't wanna hear it but you have to hire more police officers. You have to figure out ways also where they have less desk work and can stay on the streets more. Way to understaffed for doing patrol. Your first priority is to protect your citizens and people who visit. Get more NOPD on patrols, NO brings in money, they should be able to figure out how to manage that shite, not me.
