That is about the biggest pussy shite I've ever seen. You don't cull the bully by backing down from him. You gotta flex your muscles. That is some Neville Chamberlain shite right there.
I'm not saying we should preemptively strike them, not in the least. That would be pretty horrible for us in the global scheme of things.
Honestly, what I would do is tell SK or Japan that they can start building nuclear weapons, and to strengthen their defense systems in order to strike down anything that crosses their border. Then tell them that if NK does strike them, that they have the autonomy to win the war however they see fit and that we would be on the first ships/planes from San Diego to the Korean Peninsula to help them.
China is obviously not going to do anything about their puppet state, so we should strengthen our allies.

Our military is best used as a deterrent, not an active force.
