What are examples of “institutionalized racism” ?

I keep hearing about “institutionalized racism” from the left but I am never given a concrete examples. My example is affirmative action, but I suspect that isn’t what those on the left are talking about.
Also, if the left controls all of the major American institutions (media, Hollywood, universities, major city governments etc etc), then who is really culpable for this supposed offense?

Well, this is factually untrue. The Federal Government sues banks that are even suspected of racially discriminatory lending. Lending large amounts of money in mortgages to people that ostensibly had no ability to pay it back (or, even intend to pay it back) was the main contributing factor to the 2008 recession.

Truth is that if a bank turns down a loan to a minority, the bank must submit a special form to the government explaining why. This is not required for turning down loans for whites
Further, I know bankers that want many unqualified whites to apply so their quota numbers will look better

It's a given there are plenty of white trash thugs/criminals...when compared with the FBI crime statistics, there is no way to explain away the huge disparity in black vs. white crime numbers..add the fact that the white 'race' does NOT come running to canonize and martyr virtually every white thug who resists & fights cops when they are caught in the act or have existing criminal warrants....see the difference ?
