Top 3, any definition of "up"
In my limited experience of a lot of travel last 18 months. These places are becoming bigger, and have potential for more growth:

Aside from Bunkie:

Denver
DC
SLC

Depends on the definition and what your looking for. If you don't mind SJW ultra liberals probably a place like Portland. If you don't mind bone chilling cold I've heard Mizzoula Montana is a very nice college town. If I personally had to move somewhere it would probably be a place like Nashville, Charlotte, or perhaps Colombia SC.

The West (specifically Colorado and the PNW), Texas, Florida, and the Carolinas seem to be growing the fastest.

I don't now if it still is, but Charlotte was going through incredible growth a few years ago. It was one of the only places where housing prices never fell in the real estate crash around 2008. (Disclaimer: this info came from a friend that lives there. I never double checked him and really don't care to.)

People are still moving to Charlotte. Raleigh too. The Carolinas are booming right now.

Columbus, Ohio

Fastest growing city in all of the Midwest. Great private sector job growth with a booming downtown that is only getting stronger. Columbus is a sunbelt city in a rustbelt region. Tons of young professionals! Anchored by The Ohio State University that provides the city with great research and jobs.

Population:

1990 - 632,910
2000 - 711,470
2010 - 787,030
2015 - 850,106

Metro - 2,300,000

Those referencing the carolinas are dead on. I live in Greenville and the median home price has risen 18 % in the past year, and the job market and housing industry are flying here. We bought for 3 years ago at 210 and sold for 245 the day we put our house on the market.
Greenville is booming, and to a little lesser extent Charlotte, Charleston and Columbia.
Raleigh is getting an influx of tech jobs still and is growing.
Pittsburgh is going well.
Des Moines is also supposed to be growing

Pretty amazing place from a visit I had 2 years ago. Extremely friendly people, beautiful area with lots to do

Can NY still be considered to be trending up? Crime is under control for a city of it's size, best transportation anywhere, cheap flights to Europe with more coming

New Orleans was easily on the list 2 years ago, but it seems the crime isn't improving at all
