It's a Tacoma. He stole the Ford from work. Then he was riding in this stolen truck when it was pulled over. He jumped in the driver seat while the original driver was out talking to the officer. Since he was a fugitive he decided to run.

can the police get in trouble for blocking the road. seems i remember reading where someone sued after something like this happened and an innocent bystander was hit by the perp

I know the area well. It's 17 minutes from where he ran from the cops to where he was spiked going 60 mph. If he was running 100 like has been reported, the cops had around 10 minutes reaction time or less to set up from scratch.
If he goes straight on his path, he's on I-20 moments later.
