Well if this is a normal occurance then I'd would be great to see a similar image. Also, I've been wrong plenty before I can laugh at myself easily if it comes to that.

I don't have a technical explanation for you, but this occurs often at the outskirts of a radar's range. Sometimes they seem to use a short-range radar and a long-rang radar superimposed over one another, and that seems to give the effect you've been discussing.

Has it ever resulted in layered rings, I saw several as if they were stacked around lake Charles. And thanks for responding it was a serious question

You need to understand that we do not have 100% "natural" weather any more, especially along the coasts.

This creates "interesting" weather radar images.

Its not ground clutter either. They don't want perfect patterns on radar because it is evidence of weather manipulation, but they aren't 100% perfect, so it happens.

Those "donut" like features appearing today are migratory birds. Coming across from the Yucatan. Several of those could be seen earlier along the Texas coast and up to SWLA.
