You still need an IMSI / MSDN which are all blacklisted with the serial (which is burnt in ROM) for the phone to work.
Edit: New phones esp Apple phones are virtually impossible to "work around."
Apple has a blacklist along with the Carriers.
Not sure about Samsung.

They usually sell them to someone who sees the low price and greed blinds them. They don't even check to see if it works first.
