No, there were people that were working with the CIA, FBI, etc. and they had multiple chances to take him out. One person stopped em, that'd be the president, Bill Clinton. He was the only one that could give the go/no go on the matter, and he told them to stand down.

I was in the Military then and we had OBL dead to rights in Afghanistan. Clinton would not authorize the cruise missle strike because we couldn't assure him that there would be no collateral damage. We lost a shite ton of great General Officers under Bill Clinton because they hated his and Hillary's asses!
