Kid obviously has some issues no different than many of the victims in these other crimes.

It is bizarrely complicated as I have pointed out in a couple of threads.
The statute says it is illegal and legislative intent shows that is what the law was meant to be. However, in 2005 the WI Legislature changed a subsection to clarify the underage hunting exception and in the process changed the meaning of the full section and made it ambiguous whether a 17yo (no other age but 17) could possess an otherwise legal long gun. Funny enough it didn't screw up the throwing star portion so it is 100% illegal for a 17yo to possess a throwing star in WI.
