OK so if the "fallout" dosages are not from our own industry then what? I'm seriously curious.
My guess would be our humid, rainy climate in S. LA captures airborne radiation more effectively than the drier arrid parts of Texas

Perhaps, like someone else said, the high levels of fallout that fell into Missouri flushed down the Missouri River, into the Mississippi River, and then settled in southern Louisiana.

Looks like Grant, Rapides and Beauregard are the ones with the higher fallout in that area.

If you've never seen it there were a series of interesting test in the nuclear program.
One of them "Upshot-Knothole" did all kinds of tests.
One of them showed that having a clean litter free yard and well kept house would offer better protection.

I look forward to watching that, spent some time on NST. The most profound thought I had all alone and cold as hell was that we seriously have a light pollution problem in the US. Stars so bright and so numerous that defied description. Only light around was the distant glow from Vegas.
