I can only speak from experience with the AF, but typically the actual "thing" you are buying only costs about 30-40% of the total costs of the acquisitions program. There's an epic shitload of overhead and other government waste from outdated, bureaucratic process.
To compound this, those same bureaucratic processes and rules have made it where certain vendors have a corner on the market for some things. This allows them to charge through the teeth for things they know we need. Dual-edged sword and we are fricked on both sides of it.

Yep. Its extremely frustrating when you hear them say "we don't care how much it costs. We need X, even though we can't present a realistic scenario where we would actually need X"

Oh, I'm even referring to the cases where you can absolutely show the need for the thing/widget. Some of it is that our acquisitions community has gotten desensitized to dollar figures. When you hear someone say, "oh that's just a few million dollars off" or "well, as long as it doesn't cost more than $10 million dollars it is no big deal" you know there's a problem.

They are definitely very desensitized to dollars.
The capability those kind of dollars get you is incredible, but you could get colossal reductions in price for some very simple changes.
I bet the PTS for the coffee makers on that boat was 150 pages with 24 references citing 94721 standards and mil-specs.
