130k FOR THESE MURDERERS!!! sounds better than when you explain that it's for 2 people over a 2 year period. Because then people will start to wonder why a 4 year veteran with a bachelors is only making 40k base salary. And then it leads to why they all have to get extra duty and the issues (abuses) we see there.
