"The toxicology report indicated that blood levels of 200-600 ng/mL have been associated with methamphetamine abusers who exhibited violent and irrational behavior. Sterling's blood level and Methamphetamine was (280 ng/mL) which placed him in this category.

Neither of those two things, but the AG's report stated that any methamphetamine levels between 200-600 ng/mL (his was 280) has been associated with methamphetamine abusers who exhibited violent and irrational behavior.
I would take this as he did meth recently in relation to his death.
