Not at all. NOLA has a large population of uneducated, underserved, poverty stricken, and high risk youths. It's a culture that isn't unique to New Orleans.
If you don't meet those criteria your risk of being murdered goes way down.

Although blacks obviously have a much better chance of being murdered, the white population is always at risk of being mugged and/or shot too if they don't comply.

That is more likely due to ease of getting around the city. Or just general proximity.
The good and bad areas overlap. So yeah, that increases the chance too.
Lack of well lit strip malls and box stores means that there are lots of areas not heavily trafficked at night that give prime opportunities.
