It’s interesting that the more violent killer is more likely to get a better deal. I’m not knocking a prosecutor’s call here. I just never thought about it that way.

Garrett Ward allegedly beat up a 60 year old man and kicked him in the head multiple times when he was already on the ground. Ward was arrested and bonded out. Old man died from those injuries 2 weeks later. Police now looking for Ward to re-arrest him on 2nd degree murder charges. Couple posters who are friends with Ward are in thread knighting for him. Other posters calling him a "good boy who didn't do anything" or tPOS, etc. OT lawyers arguing over whether murder charges justified or not. Someones salad is getting tossed in the pen.

The system is messed up.
Imagine the person who feels remorse and says, "I don't need a defense attorney. I did it. Save the taxpayers " etc. The judge and DA will max that person out instead of being logical and making a deal for them.
In the criminal justice system, you get punished worse for doing the right thing.

You can pay for a background check from the state police. Not an easy way to run one from home or anything.

It's not really a thought process like that, but anyone's biggest nightmare is to let someone out who ends up killing a 3 year old in a drive by. So risk of loss and keeping more serious threats off the street for the longest guaranteed period is certainly something in the back of your mind when asking for the DA to approve any deal you have in mind.
There are cases where you'll be going to trial with your only witness being brought in by prison guards while wearing orange, or where your witness takes the stand and begins saying they never saw the defendant and are pretty sure it was someone else and you spend the day impeaching your own witness. Those cases are certainly winnable and are tried every day, but you're still aware of the risk he rolls out tomorrow if you lose.
But remember, it's not like they're saying "the easy ones, we'll go after life." Life is the default, that's what he's getting if I convict. If I'm pleading it, the majority of the time it's because the family doesn't want to have to sit through a trial, and those are typically pled with manslaughter and 40.

If he has turned himself in, it wasn't to the NOPD or the Orleans Sheriff. He is not currently in the custody of the Sheriff.

This isn't true. I've seen people shouting at the public defender at their first court appearance that they want to plead guilty to a murder. The judge isn't going to allow that, won't allow you to do anything without an attorney, and everyone just assumes he's crazy and he's set for a mental competency hearing.
That aside, except in the rarest of circumstances, anyone can get a reduction via a plea. An attorney just has to sit down and ask and be reasonable. There have been situations here where after the conviction for murder or rape, meaning he'll get mandatory life at sentencing, the state has agreed to set the conviction aside and allow him to plead to a number he was offered before trial, or they may add 5-10 to that number.
