Sure, they have the right to refuse boarding to anyone they feel is inappropriately dressed.
The fact of the matter is, these girls were told they couldn't board dressed in legging because they are against UA dress code. Them flying on a UA pass means they have to follow the employee dress code. That's black and white, cut and dry.

If you are flying under an employee boarding pass (aka for free) then you need to abide by the rules. Typical left blowing up a non issue.

I know a couple of people that work for Delta and it's made extremely well known if you want to fly on passes, you cannot be dressed slutty or like a bum.

Every time I've used a buddy pass I've been prewarned by the person letting me use it that I need to be dressed in business casual.

Generally part of the benefit packages for each airline employee. Depending on their level of responsibility and seniority, they receive a certain number of "passes" to share with family or friends for them to fly for free or steeply discounted (think $30).
When the airline employees share these passes, they are to instruct the recipients that they must abide by a certain dress code. These girls, did not.
