Uninsured co-pay, wtf?

I was at the brain doctor earlier, and saw a sign that read:
If you are an uninsured patient, your co-pay is:
$10 to see primary care doctor
$25 to see specialist
If you are insured, your copay is $20.
I am not positive how that works, but who "co-pays" for an uninsured person? What is stopping them from coming in, paying their $25, and never paying anything else?
FWIW, this is at an LSU clinic and I believe they bill the insurance something like $500 for my visit. So I guess it's safe to assume that they do this across the entire LSU system

Insurance is a big scam. Sure, reality is you need it but if you ever look into charges for medical services, it is ridiculous the difference in prices for the same service whether your insured or not.

Been going for a long time since I had two seizures many moons ago. I needed an adjustment to meds since I built up a tolerance.
So these people just get to drop $25 and roll out? I am getting blood work to check the levels of meds right now, so I'm sure that'll cost my insurance another $750
There are a lot of people here who are talking very loudly on their Bluetooth headsets and one guy who is having a conversation with his boo on speakerphone

You are paying for the people who are uninsured or have Medicaid (pennies on the dollar reimbursement rates) because that's what America is about.

This is the ONLY reason that sign makes sense. State clinics and FQHC's can be reimbursed by the state/feds for non-resource (i.e. uninsured) patients with the proper contracts. Usually at rates that fall between Medicaid and Medicare.
So it actually is a "co-pay" b/c the govt will be paying the rest with your money.

The sign is weird, all around. Co-pay amounts are determined by the insurance plan, not the doctor. I don't have a co-pay.
