Maybe its because the citizen is being an a-hole towards the cop first

Act like an a-hole, expect to be treated like an a-hole. Act like a respectable person, and you should expect the same treatment in return. Its pretty simple and applicable to all daily interactions with other people, not just with cops.

Q: If failing to roll down his window was truly a lawful order, what wasn't he cited for that?

A: Because it wasn't a lawful order to begin with.

Lawful orders in Florida are ones to protect public safety. How is rolling the window down a public safter concern. It's not. It's an officer safety concern and that's not the same thing.

You could argue that the order(s) for his teammate to leave by parking in the shoulder/travel lane or to not approach other officers doing their job were lawful orders. But asking one to roll down a window when they already had and already provided his license doesn't elevate to a "lawful order". It's a request and those two things aren't the same. He did everything he needed to do when he gave the officer his license. The officer needs nothing further to complete his job. The rest is over reach by the police and possibly even a violation of the 4th amendment.
