If, and that's a big IF, Canada were to merge with us, I suspect each province would be the equivalent of a state. There would be no reason to dissolve the provincial governments, so...13 or so more stars on the flag.
There was a novel, maybe by Clive Cussler, that poised the idea that as collateral for Lend Lease, FDR demanded Canada should the UK fall to Germany.
