What?

If you're getting a haircut that doesn't involve clippers on the sides and back, then you're not really getting a haircut.

The only place clippers should be used is to trim the edges, sideburns and neck. Scissors everywhere else.

I'm aware, but many modern men styles require clippers on the sides and back. If you're cutting your hair shorter than 3/4 of an inch or so on the sides and back, clippers will be used in all likelihood. If you're cutting your hair longer than 3/4 of an inch on the sides and back, you're not really getting a haircut.

For years I have been trying to figure out how to get my hair cut properly. I say 2 on sides and 4 on top and half the time I come out looking like macklemore. Tell em to cut it with scissors and I can't tell i got a haircut.

I have never been asked this before. I assume that it is referring to the mm thickness of the guard on trimmers? My stylist doesn't use those on my cuts.
