Booby has laid people off everywhere and INCREASED expenditures by outsourcing to the lowest bidder in the private sector.

Neither one, he's touting is own decrease in budget as something he did.

If I fire half my staff, decrease my operatong budget, but double what I actuakky spent by pouring what I saved AND more into thw private sector, did I save money?

From what I understand, he was not a fan of the Brew at the Zoo. According to some at the beer club, his argument was the homebrewers were not going through the distributor, and because money was being spent on tickets, beer that didn't go through a distributor shouldn't be available (i.e. non-taxed/inspected).
