the NHC puts out a percentage of if they think it'll become a storm over either the next 2 days or the next 5 days

I assume this thread is 5 day outlook

so it would be the NHC saying the storm has a 60% chance of becoming a tropical system within the next 5 days inside that oblong area marked along the system's path

Thanks. If it's anything like rain 60% means it won't happen. If it was 30% I'd be more worried.
