basically there is now a closed circulation, or a legit "eye" of the storm that we all know and love
based on all the wind data provided... that was the last piece of the puzzle for this storm to get its tropical name... which in this case will be Tropical Storm Cindy... at the 1 PM advisory... 4 PM advisory at the latest

The infrastructure build up in the last 10 years or so has really put a hamper on drainage or so it seems. I never really bought into that but I have seem areas flood in the last 5 years repeatedly that only flooded once in the last 40 years so there might be something to it. The flooding in March was a wind event. Yes we got a lot of rain but the problem we had a strong south wind for 4 days before the rain. Both lakes were pushed up on the northshore and the water had no where to go. August was more of rain a event.

Its what defines a closed circulation.
There are waves, which are elongated areas of low pressure, like let's say a trough in a wave at the beach. Think of a closed low like a whirlpool.

The people along tangipahoa river need to pray that there is minimal rainfall along the river up to the north around kentwood, amite etc. that's what kills Ponchatoula.
There are some super proactive people that flooded in March and August that are already moving stuff out with u hauls.
