"Due to significant rain delays, unforeseen site conditions and the overall complexity of the project, the city is currently evaluating the schedule and budget for the remaining blocks; we expect to release a revised schedule in the coming weeks."

It may be accurate to say their work is "finished"

Or the contractors need to charge the City for every day they uncover more shite to work around which is halting the project. Damages are most certainly occurring to the companies involved in this SShow. They could very well be somewhere else with less headache.

NOLA residents prefer to punish incompetence and corruption by making them serve another term. Since that's not allowed this time, I hope they get creative.

Definitely wouldn't be surprised if the city had some shitty vague "not liable for unforeseen circumstances" clause in the 845 page of the 1300 page spec book.
