Your neighbor (real or not) is an a-hole. I've had strays come on my property and attack my animals and I still didn't shoot them. Worst I did was put some .22 rat shot in one's arse and he never came back.

I'd call animal control if I saw a loose rott, Pitt,pincher etc.. In my neighborhood and if it came on my property I would be seriously pissed

Whats this neighbor like? Is he just a fricking dickhead? And whats his deal with his dog? Not that I think its an excuse for killing a horny dog, but it would somewhat explain his psycho reaction if he had some purebred, champion bloodline, hunting bitch that he was serious about breeding.
Some of y'all are fricking retard-dumbasses. Every dog gets out at least once. I'm not saying let them roam free, but they're fricking animals. You absolutely should have some kind of enclosure (fence, electric fence, etc…) to keep them from leaving your property without you, but THEYRE ANIMALS! They smell poontang, and that old-fashioned animal instinct takes them over. If my bitch was in heat, and I looked out and saw a male trying to bone, I'd run out and beat its arse. But I wouldn't just fricking kill it.
