I've rented cars locally and non locally several times. Never needed anything but a drivers license.

Just got back from NC where I rented a full size SUV for a week. Paid only $225 at Budget when booking with Costco codes. Without codes the price would have been $460.

Yeah if you have a job that lets you use the corporate rate for leisure it's pretty nice.

The only reason they asked for the utility bills is your friend wasn't using a major credit card. He was more than likely trying to use a debit card.
